Hydro-Québec has issued a call for tenders for 500MW of firm capacity in Québec.
All bidders and all types of generation can response to these tenders, even though 15% of the evaluation criteria weigh low greenhouse gas emission and renewable sources of energy more favourably.
The utility is mainly looking for capacity that will be available in winter. Bidders can offer 25MW to 500MW of generation. Electricity delivery must start on 1 December 2018.
Firm capacity can be offered from the following areas: Québec, New York Independent System Operator (NYISO), ISO-NE (Independent System Operator of New England), IESO (Independent Electricity System Operator), New Brunswick. Winning bidders will come to an agreement of 20-year power purchase with Hydro-Québec.
Bids must be submitted by 20 May 2015. The utility plans to announce successful bids by 30 June 2015 and sign contracts in September 2015. Raymond Chabot Grant Thornton is the official representative advising Hydro-Québec on the tender.
