India signs waste PPP

The deal for the development of a new waste PPP in Odisha has been signed.

The Housing and Urban Development department of the Odisha state government signed a memorandum of understanding with Essel Bhubaneswar for the building of a new plant for the treatment and disposal of municipal solid waste generated from the twin cities of Bhubaneswar and Cuttack, which together generate approximately 550 tons daily.

It will be delivered under a design, build, operate and transfer contract and will cover an area of 61,485 acres in Bhuasuni.

Over the next six months, Essel Bhubaneswar will prepare the detailed project report, obtain approval from all statutory authorities and achieve financial close.

It has also been agreed that the processing facility will be completed within two years with the contract for the project set to last 20 years.

Lending facility from Odisha Urban Infrastructure Development fund shall also be made available to the concessionaire for this project. An independent engineer shall be appointed by Bhubaneswar and Cuttack for overseeing the project activities throughout the concession period.
